Localization is more than a mere translation activity. It is a complex adaptation of the product to specific requirements of the local market. So the software localization can be viewed as bringing forward the product closer to customers of certain specific locale.

Localization can be defined as product translation and cultural adaptation (for specific countries, regions, groups) to account for differences in distinct markets.

I have been dealing with software localization for a long time therefore I can offer my experience in this field, including the use of computer-aided translation (CAT) systems and keeping the database of clients‘ translation memories.
